All old food can give you food poisoning!!
As for out of date steamed veg specifically - it would most likely smell bad first before it was degraded enough to make you ill. So if it smells OK it probably is. Just reheat it thoroughly, for example fry it until it's piping.
But hey, don't be so cheap and go outside get some fresh stuff eh???!!!

Depends how old the veg is. I would cut off the bad bits and ensure the vegetables have been thoroughly cooked (75c+ for 3mins +) this should kill most pathogens and some of the spores. However I would be best to just buy some fresh vegetables and pop the old stuff in your composer.

Depends on how out of date they are and what type of bacteria breed on them. Just because you steam something to kill the bacteria doesn't mean you wont get food poisoning. Toxins that bacteria leave can remain on food even after cooking thoroughly. It's these that give you food poisoning.

erm, out of date food is still perfectly acceptable to eat. provided you cook it properly all the bugs and bacteria die...well don't they?
vegetables might make you barf, but they wont give you food poisoning. that requires salmonella, listeria, and a few other bugs, gastroenteritis isnt food poisoning... throwing up and diahorreah, symptoms of a non too clean kitchen... or spicy food. but proper food poisoning puts you in hospital and kills a lot of people. and its caught from shellfish, fish, dairy producst like milk eggs and cheese, or meat, which hasnt been cooked properly, or stored properly.

if it is way out of date...and a little rusty around the edges of the cans...I wouldn't eat it. About getting food poisioning...not sure...call the poision center...they may know something about that.
