Whats the difference between playing hard to get, and not wanting to be contacted at all?

Playing hard to get is when someone flirts with you and acts coy around you but doesn't go out with you the first time you ask or doesn't return your first call. But remember, in this scenario she is flirty and seem interested.
Not wanting to be contacted at all is when you are around her she doesn't show any interest and does not flirt. Then she refuses your calls and refuses to go out with you.
