Feed. That's the key. Any animal will come for its food. If your birds will not come in, then don't feed them outside. Only put the feed inside. At first, do not close the trap (I presume you have some sort of bob or trapping arrangement for them to come in but not exit and not just an open door). Under feed them for a week or so. Don't worry, they won't starve. Make sure that you give some sort of signal everytime you provide feed. A pigeon can get along just fine on about a tablespoon of grain per day. Count your birds. If you have ten, then only provide 8 tablespoons. Late arrivals get nothing. Do that once or twice and those that were hanging around without eating will be the first ones thru the trap.

Right now, you have birds with very BAD habits. Once you get them in, DO NOT let them out again until they hit the floor instantly when you whistle to feed them. Feed them only once a day. They should look forward to your visit and they should all be on the floor eating when you feed.

NEVER let them out after that unless they are hungry. If they stay out, don't feed them outside. EVER. They will learn to come in and they will come in fast if you train them properly.

YOU HAVE GOT TO CLOSE THEM INSIDE OF IT FOR UP TO 8 WEEKS STRAIGHT WITHOUT TURNING THEM LOOSE AT ALL. ONE DAY AFTER 2 MONTHS GO OUTSIDE IN THE AM AND TURN THEM LOOSE, WHILE THEY ARE GONE WASH AND CLEAN OUT THEIR ENCLOSURE, THAT NIGHT EVERYONE OF THEM WILL BE BACK IN THE ROOST. MARK MY WORDS FOR IT.
