Because none can really go after them and half the time dont even have information about them. Plus it passes time when they are bored and makes them feel better when they are down

Because they are cowards who like to hide behind a computer screen everyday, talking down to people who they dont know - and will never know. They know that there will be no consequence so they openly disrespect people.
