You don't say if it is wall or floor. Floor try carpeting or a floating floor on top of it. Floating floor is really easy to install. Once you get the hang of it, can do an average size room in a few hours. Or just remove it and install new tile yourself. It is not hard. Just takes time.
If it is wall tile, I saw a flip this house the other day, where they painted it. Don't know about the durability.

Big Lots has a good low cost floor tiles. Some as low as 30 count 12 square foot for 8 dollars.

Some places suggest that you etch the tiles with muriatic acid and then paint with an epoxy paint. A paint store near you can give you more up to date advice on what paints and processes to use. Painting is probably the most cost-effective and easiest way to accomplish a new color, but the "look" might not be what you are aiming for.

your local family dollar/ dollr general sells boxes of tiles you can cover 1 room at a time for about 30 bucks a room or pay 600 to 1000 in one lump sum for them to come lay new lineoluem or even higher for wood like pergo

Change what you can, cover what you cannot change. If it is on the floor, is it level and firm enough to install hardwood or bamboo flooring over it?
