This is just a larger version of a Cruise ship (which is a floating hotel also).

There was an Atlantic rail tunnel project which may or may not be possible in the future which was shown on Discovery channel a while back and it is fascinating, no need for hotels however as the trains are superfast and can transit the 5000miles in only a few hours.
As to floating offshore hotels thay are a fact already, all of the ocean passenger liners fall into this category and although they do come to harbour every now and then to allow for passenger convenience, the technology to have them sustain extended periods offshore are already a known quantity.
Other systems are fixed structures offshore pinned to the seabed again a reality already.
There was a plan a few years back to build a megaship with apartments and shops, its own airport, etc. just like any other city, but afloat. However it never got off the ground (no pun intended) for financial reasons, i believe.

I know of a man that built an island shaped like a palm tree, so I guess anything is possible. I also heard on the discovery channel plans to build an elevator from the earth to the moon! In this day and age, ocean hotels really wouldn't surprise me. But as for your husband, tell him those floating hotels he's thinking of... they're called CRUISE SHIPS! : )

, well not sure if they'd float but they'd make their own islands to build on that prince in Dubai is making a huge island shaped as a palm tree and on the shape of a world map that he's building on and selling it multi million $ houses to investors and hotels. I think Trump owns the hotel already!!! seriously!

Some famous guy Beck, I think, built his own island from scratch!
In either China or Japan, they built up the ocean to build a whole freaking airport.
They can do whatever you can get some sucker to finance!
I heard there's even a Stairway to Heaven! (Yes, I'm joking!)

Yes it is possible.
Look at the Japs, thay have recllamd land for the sea, and have been doing so for years, there is not a lot that we can't do.
And look at some of the P&O boats thay are just floting hotels.
