It depends on your location. In Philippines, its City Halls.. Here in Saipan there is the Governor's Office or the Mayor's Office.. so it really depends where you are located or live in.

it is called eloping if you hurry off, just the 2 of you to get married.
If you get married at city hall or in church it is still called marriage.
