If this situation is true
I would not arrest him, I would get info about the car and have another officer take him to the dept for questioning and I would go after the car that was said to of had his daughter in it.
If the situation wasnt true and it was just an excuse to run from the police I wold definitely arrest him...
But I am sure every officer would handle the situation differently
Most would proly arrest him then if what he said was true drop the charges!
My hubby is a cop and he said he'd arrest him have someone chase the car to get it to stop and take things from there!

I may be the fly in the ointment. The scenario you described is one that would probably generate police & public sympathy and understanding for the father that was chasing after his daughter's kidnapper (with the daughter still being with the kidnapper in the car).
Sympathy & understanding doesn't always release a citizen (dad in this case) from trouble. We can see examples of this in newspapers often, where a good samaritan does a good thing, but in a way that may involve alot of illegality and risk to the public as well. A DA's office may be compelled to charge for an offense, because they're not allowed to 'selectively' decide to charge some violations, while not charging others, when crimes were committed by both persons. But the end results - the final disposition of the case involving dad's acts, may be where the sympathy and extraordinary circumstances are taken into account. Sometimes charges are filed against someone (like dad) and even the people doing the charging, get no pleasure from the task.
It's a very hypothethical question you pose and much depends on 'how much' happened during the chase, how many other lives may have been recklesslly endangered (or not), or whether it was just a short chase - no dangers, etc - and in that case dad stands a much better chance of walking off with no negative consequences at all.

Having been in le for years I find this situation to be utterly unbelievable. You would not have a cell phone with you? You witnessed a kidnapping and just happened to go flying down the hwy after the kidnapper and no one! could have called the police?
Your daugter was not hysterical in the car in front and the police were oblivious to ANOTHER speeding car in front of you???
you could not alert the police somehow so they could continue the chase and not you?? When has anyone ever seen this scenario or heard of it? It seems unlikely. This sounds to me like
a domestic situation between ex-husband and wife and you were speeding and you got caught and used this excuse to the police to get out of a ticket.
Explain it all again....give it a shot dear. It sounds too far out.
You did not mention the KIDNAPPER getting arrested.....

I don't know about arresting the "Guy" but I can tell you hes gonna be pulled out at gunpoint, handcuffed and detained till the mess gets sorted out... If you hand me a story like that you better be ready to give me all the names, whys and what for's about whats happening...
First off if you know its your daughter in the car your chasing chances are you have a good idea who's driving....
A word of advice... get yourself a cell phone and call 911 before you put EVERYONE including your daughter in danger with a stunt like that... get as much info as you can to the 911 operator...
If your story doesn't gel your gonna be looking at countless charges including, speeding, evading arrest, reckless driving, reckless endangerment ( just to name a few ) and GOD help you if you hit anyone during that stunt.... ( just in case that "guy" was you....)

Anyway, I actually handled this situation before - the lady doing the chasing was not cited - but we did lecture her - because it never crossed her mind to call 911 - and she was chasing the wrong car.

I would arrest you once I pulled you over, the time to explain would not be there. However, you would be cleared of all charges in most courts. (I probably wouldn't show up on court that day to fight it anyhow). Next time, use your cell phone.

I doubt you would be. But it might depend on other things. The officer if booze,drugs,weapons,outstanding warrants were an issue you might be.
