The joker staed that Batman had created him when they first battled and joker fell into that vat of chemicals and became The Joker. But when the Joker was younger he murdered Bruce Wyne's parents right in front of him when Wayne was a kid. Wayne used the bat as a symbol for his new crime fighting persona.

wouldn't it be joker? i mean only reason batman is so fighting crime was from fear. when batman created joker batman just as if case closed. when joker was created he on a bigger crime spree.
remember batman has to catch crooks. if it wasn't for batman creating joker, batman wouldn't be trying to catch joker all the time.
batman is forced to know his enemy and devise ways to catch joker
