Use wheel boots on their cars like the cops do everyone else. Tow the cars. Add a tax onto their utility bills to cover uncollected fines.

Most diplomats try to park legally. They condemn the city for providing insufficient places.
That said, there is no way to force UN missions to pay parking tickets. And their cars cannot be towed and held to ransom. The US can expel diplomats who break the law, but that has to be in accordance with the Headquarters Agreement under which the UN Hq is established in NYC.
As a practical matter, although the City complains about it, mis-parked diplomatic vehicles do not constitute a major issue. and the funds are unlkely ever to be collected.
Ken Livingstone (Red Ken) rants about the same thing as mayor of London. And there it's the US Embassy that refuses to pay the congestion charge, for driving in the central city on workdays http://www.cclondon.com/

well to make them pay, we must make sure that OUR diplomats abroad pay their tickets. which obviously is not the case as THEY also benefit from diplomatic immunity.
you see the UN is a big hoax and a global cheating scam. it is based on the priniciple of scratch my back and i'll scratch yours.
diplomats worldwide enjoy reduced prices on tobacco, gas and liquor and can purchase cars and goods for 1/10 the price, TAX FREE. It's a global scam, for which the privileged who are part of, enjoy a life full of good money, sex with secretaries, reduced prices, high paced cocktails, free travel and expenses etc etc.
you guys should get rid of the UN office in NYC as it is just a big big hoax and a joke.

Ambassadors are immuned to local laws because they are considered as nationals of the states that they represent. Thus, US authorities cannot demand that they pay illegal parking fees.

I don't think they'll ADD points if your original citation doesn't have them. However, your fine has increased big time. Eventually, you will be sent to a collection agency. Also, your state MVA/DMV office will be notified, and you will not be able to register your car (new tags) until the fine is paid.
