As long as you don't have fat hanging down and double chins and stuff don't worry about the numbers on the scale!
Same with skinnyness. As long as your bones aren't sticking out with deadly angles on them don't pay any attention to what you "should" weigh.
Also muscle weighs more than fat and water amount comes into play too, so it's not really that easy to guage what you really weigh, and compare it to other people the same age and height.
If you want to know if you're overweight the best way is the pinch tests where they grab your fat and measure it with forcep things and see how much excess you have.

When I that age I weighed 110 and I was 5'7", but I was a little too thin. I would think at 5'3", 110 - 115 lbs. would be a good weight for a 16 year old. As you age, your weight will inevitably go up - I think 130 would be a max weight at any age.
