GI orginally meant general infantry. Then when the GI bill was introduced ..it meant Government issue.
When I was in the army...I was told a gig on an inspection meant government issue gripe.
So it is dependent on the context.
Don't forget now it can also mean glycemic index.

G.I. has two different origins of which I am aware. The first is for the British military in which it is the letter "G" and the Roman numeral "I." In this form, it is coupled with GII. GI refers to general infantry, whereas GII refers to the intelligence division. In America, the term was originally used to refer to galvanized iron by the Army bookkeepers. Later, the integers G.I. were imprinted on on supplies shipped to military forces. At this time, G.I. meant government issue, and was the term used to refer to all supplies issued to the troops. Soldiers began to refer to themselves as G.I.'s in jest and the term was picked up by the media. Eventually, the term was brought to popular culture through the G.I. Joe action figures.
