Well, I have some good news and some bad news. The good news is that you can lose your tummy flab and become more toned. The bad news is that, in order to do this, you must reduce the amount of fat you have all over your body, not just in your stomach. You see, spot reduction, or the ability to lose fat in one specific area, is a myth. However, you can help tone specific regions through exercise.

If you want to have a six pack and look real good on the beach then lower abs are no good. You need to work out al muscle groups as they all complement each other. You abdominals are core to everything that happens to your muscles. When you go to the gym you should have your abs "switched on" when you do any kind of weights or exercise. It takes a while and its very difficult but the end result is better than doing a hundred ab crunches with no results!

Crunches tend to work the whole ab area.

To work the lower area more than the rest do this:

Lay flat on your back with your arms out against the ground so you are in the shape of a letter T. Then attempt to raise both your legs until they are straight up. Lower/repeat.

Enjoy!

The abs class I take, lay on your back, dip you feet up and down like you are dipping your toes in a pool. This helps the lower abs, as well as bicycle ab exercise as well.

Crunches, or something similar to crunches, where your legs also come out and u almost touch your knees.
Also exchale as u come up, and inhale as u go down, it will work them more.

lay on your back, and lift your feet up, so you legs are straight, and its kinda 45 degrees off the floor, do 40-ish crunches like that, moving your nose to the ceiling.

Sit-ups do more hip-flexor muscles than anything else...

Also, you could get on a dip machine, and face the opposite way, and bring your knees up to your chest.
