I believe his vision was clouded by Satan. We he became saved the scales dropped from eyes and he could see with "spiritual eyes" so to speak - God indwelled him and he was born again.

I think it was just his way of expressing that the spiritual block that made him physically blind was removed both spiritually and literally so he could see with his eyes and his mind was opened up.
I don't think there were any "things" or literal "scales" on his eyes. His old way of judging people was gone and he could see things differently emotionally and at the same time his literal sight returned. So the story is expressing that his "dark night of the soul" before his conversion was both in his mind and his eyes and his heart.

His blindness to Truth

That is, the Holy Spirit entered his soul and taught him the truth of all things...and all of his misconceptions, prejudices, biases, and hatreds fell from his eyes

We are not able to see until Christ gives us sight

What we think we see is an illusion--"scales" over the eyes
