Lifeguards are not necessarily licensed and the laws will very by state. Lifeguards in San Diego, CA do not require any certifications. Here is a description of the hiring process in San Diego:

"HIRING PROCESS. Tryouts will begin September 2006 for summer employment 2007. Attending one of the tryout dates listed below is the first step in becoming a Lifeguard. No certifications or experience is needed at this time. The swim tryout consists of swimming 500 meters in ten minutes or less. Applications will be completed the day of the swim prior to the tryout. Interviews will be held the same day..."

If you live near a coastal town or near a river or lake, you local city government might have more information.

Depends on where you live. In Canada, lifeguards must comply with the Canadian Life Saving Society requirements. This includes timed swims over set distances, knowledge of rescue procedures in the water and on the deck (or the beach) how to carry an unconscious victim in the water, how to carry a struggling victim in the water, how to give artificial respiration, how to do first aid, and much, much more. It isn't an easy process to get through.
If you feel a lifeguard has not behaved in a competent or professional manner, then you can contact either the head guard at the facility, or the facility manager and explain your concern.
