The FAQ Visiontek included says to change the IRQ by going into BIOS and giving it IRQ 10 or 11, it is now at 16. However, I can't access BIOS by holding down F8 and changing it that way. Nor can I change the IRQ via Windows device management, due to the card not using resources and its non-functionality. I have no idea what to do now.

Going to try going into the BIOS and try messing with the IRQs. But if that fails...then what? Any ideas on how to fix the registry should that be the problem?

Remove the drivers for the original videocard and the drivers for the new one if you installed them and power down and install the new videocard and plug your monitor into the new card .
Then power on and hopefully the new card works and if it does find out which key will get you into your bios maybe del or a f key, (you only need to do this though if your motherboard has integrated video and if it does, see if there is a option in bios to disable it ).
If that works than just install the new cards drivers if not ,Sorry i couldn't be of more help.

Did you install any drivers? Error 10 has something to do with your registry on your computer. If you installed the drivers, you may want to try un-installing them and then re-install them to see if the registry problems clear. Un-install, reboot, and re-install, and reboot again. I don't know if this will clear the registry, that's pretty hard to do without going into the registry itself and tracking down the problem there. Regedit will get you into the registry, but be careful what you remove, it could mess up the whole computer to the point where a destructive restore will be your only option.

Sony Viao's BIOS can be accessed by hitting F2 or F3 at the initial boot screen... hope that helps.
