George Orwell's "1984" popularized the term, which originated in Leftist/Socialist/Communist propaganda. A Leftist leader portrays himself as 'big brother', someone to be loved and looked up to. Folks such as Chairman Mao, Adolf Hitler, Lenin, Stalin, Kim Jong Il, Fidel Castro, Hugo Chavez... they all do it.

Big Brother refers to the Leftist system of government in which the State controls all aspects of a person's life but, most especially, the person's mind. This is done by redefining words, rewriting of history, fear-mongering. Most especially, by breaking the will of those with the intellect to see through and resist these sorts of manipulations.

George Orwell's book 1984 (also a movie). Very interesting concept if you read or watch it. History being changed to match today instead of the truth...
