I love this question! I have a little cousin named Emily Anne, and I've always thought her name sounds like a doll's name! Adorable!
Well, here are the things I suggeset: biscuits (in case she ever gets hungry and needs to nibble), her favorite candies (to satisfy a sweet tooth once in a while), a mirror (prefferably a compact mirror), her favourite poem written on stationery, for whenever she feels like comfort, pretty stickers, scented stationery, hand gel sanitizer, pretty pictures of herself, pretty pictures of her pets (if she has), pretty pictures of her family, a love note from you, a favorite handheld novel, an extra pretty pen, a little bottle of lotion, paper soap (sheets of soap that look like paper), lip balm, a miniature Care Bear (if she loves the Care Bears), a pretty little address book (where she can write down all the addresses and phone numbers of her friends and family, a 'fluffy' notebook/notepad for quick notes in school.
I had fun answering your question, I hope my answer is sufficient! :o)

Hi...My son is also 10....and I strictly go by the list the school provides. I would suggest keeping that binder at home and putting all her favorite items in there....and buy her a more efficient one for school....she is going to have enough weight on her back with all the books given out by the school.

I am a school supply nut---this is what I would have:
*Post-its
*3x5 note cards
*Pencils/Pens
*Colored Pencils
*Bandaids
*Paper clips
*Hair ties
*Calculator
*Pictures of her friends/family
*Stapler
*Staples
*Rubber bands
*String/beads (to make bracelets in her free time if she's into that kind of thing)
*Pocket dictionary/thesaures
*Flash cards for any classes she's struggling in
*Watch
*Book to read for fun
I don't know how many that was but there's a head start.

put her some lip gloss(they have hello kitty brand at wal mart for little girls) maybe some rubber bands for her hair(in case one breaks) erasers, mirror, leave one empty so you can write her little notes everyday. A few pieces of candy.

I would find more supplies she can use for her classes... variety of pencils, color pencils, erasers, rulers, hole punch, staple remover.....
I would wonder if the teacher want's her to have too many distractions during class hours.
