A better question is WHY do you have skid marks in your underwear. You need to adress this issue first, then the other issue will go away!

Wear darker underwear. Throw out the old ones or save them for a "rainy day"

Is it environmentally "incorrect" to use bleach when washing whites that you want "whiter than white"?

pre-treat the stains with Spray-n-wash or Shout and let it sit for ten minutes or so, then wash. I use chlorine bleach for whites.
