do they always run your record before getting a new drivers licsence? Do officers always run you at a traffic stop?

The DMV will more than likely not run you for warrants due to the fact that most are not tied into a warrant/wanted person system.How ever the officer will more than likely have access to this by way of their in car computer or central dispatch.

I can't speak for a DMV but yes police officers always run your warrant check on every traffic stop

Officers do not ALWAYS run you for warrant check on traffic stop--but nearly always.
DPS in Texas always runs a warrant check when applying for a new license.

Nope, not at the DMV, and possibly at a traffic stop. Depends on how busy the officer is, and if he/she wants to do it.
