Yes you can. Just cut the flight feathers only (the long ones).
Don't cut too close though because they will have trouble all their life.
A stupid vet did my cockatiel wings she has trouble with them all the time. They bleed, get swollen and feathers fall because he cut too near the area where the feathers begin to grow.

Yeah. I suggest getting a book that details it, but I have done it for a long time.
Simple as this, Hold the bird in your non-dominate hand and extend the wing, it's best to start with the bird on its back so you can see the underside of the feathers. It's always best to start with the front feathers and clip one by one back. You don't need to clip much, and pay attention to the feather's shaft *the middle part*...you can tell where the blood vessels end. Do not clip above that. Blood loss is very bad for birds. You can start with one wing until you get used to it, but be warned that they do learn to compensate if they are out a lot and can fly with one clipped wing,
And if they bite you when you are clipping, wrap your fingers with tape.

Are they young budgies? If they are they aren t yet able to direct themselves Yet to fly well and that will come. And if this is the case you have to only take them out and watch them. Or if they are older If you are letting them fly around make sure the room is well lit -they can not see well and will defintly have problems with smashing into things and hurt themselves. Mine was around 4-6 months old and he couldn t fly very far nor aim well where he wanted to go. But that developed very fast. Since he was in a smaller space with the other birds in a cage he didn t have much chance to do that and develop the strength and landings with ease.
And he had his wings clipped at the pet store and this probably affected his control of flight and distance. They do grow back. i think it was when they did grow back that he then had the precision to control where he wanted to go. The Bottom Line is when they are old enough with the full grown flight wings they will not do what you say yours are doing and hurt themselves. Only if you have a dimly lit room or dangerous things like fans on and such things.
Quite a few people told me a professional can clip their wings to a degree to allow them (when physically alble to fly well) to keep high enough off the floor for protection from animals cats etc...... but not fly too high that you still can reach them. Especially if they accidently escape outside.

Mate I know what you mean. I breed budgies myself and I bought 1 inside to train. I cliped the wings myself, my old grandfather tought me when I was young.
Hold the budgie in your hand. With your other hand spread his wing right out so that you can hold his stretched wing as well as him in the 1 hand. His head will move around but he will not be hurt and little bites are not much.
When you hold him this way his stretched wings will resemble a little hand held fan. Then pick up the scissors and clip off as much as you like on the lower parts of his wings(the fluff) Then up top there are only 2-3 big feathers. Cut them back slowly you can take up to 11/2 inches or so but do it bit by bit incase you get to close to a tender spot. Remember you will not harm your budgie then after that they are great for inside they climb everywhere the little buggers and are much more friendly to handle aswell.

This website has a picture and links to demonstrate how to clip wings. My gut instinct is to tell you not to clip your bird's wings because you could cause serious injury. If he moves and the clippers slip, you'd be in a lot of trouble especially considering there aren't any avian vets nearby.
An idea would be to call a local pet shop that carries birds. The pet store where I purchased my cockatiel clipped birds' wings. If they don't do it, find out who they use or could they recommend someone.
Please be careful.
Also, make sure that if you do clip the wings, you clip both. DO NOT JUST CLIP ONE WING! Clipping just one wing makes them lose their balance and can cause serious injury to the bird if it tries to take off.

Clipping a birds wings or nails too short can cause them to bleed out in a matter of seconds. I do not reccomend doing this alone but if you do by some siptic powder and have it at hand. It will stop the bleeding almost instantly.

Most pet shops clip wings also--most of the time for free....If you got the birds from a breeder, they can also show you how to do it---at least most of them can!
If you try it, the main thing to remember is if you cut the feathers too short the wing will bleed, and birds do not have a lot of blood.
You really need to take it to someone who knows, watch and learn.

most bird owners do not recommend wing clipping as it causes the birds wing muscles to atrophy..
if you only bought the birds yesterday they should remain in a cage for a week to become accustomed to your home... ideally birds should be kept in large aviaries where they have lots of flight space..
wing clipping has been considered cruel and unnatural - if you dont want a pet that flies.. dont get a bird

yes i use to clip my budgies wings,just take a pair of siscors and gently hold your bird and cut off the tips of the wings
