I don't think that was a philosopher at all! In the 80's (i don't know how old you are..) There was a GI Joe cartoon; and he had a message at the end of each episode..."Knowing Is Half the Battle!" Maybe this is what you are thinking of! I have never heard the term you said spoken by a philosopher!!
