"doesn't mean ****" = "doesn't mean anything"
10-18 = police code (is different for each station... some places 10-18 means "send back up" , some places means "urgent", some means "completed assignment" , and some (which is probably the one you are referring to) is someone drunk)
"find the **** thing" = basically what you said - "find where to stay"

You've got your hands full. I admire you for trying to learn our language. I've tried to learn Spanish, but just got parts. I can't help you much, but I'll try.
1) doesn't mean **** is just what you said. Doesn't mean anything.
2) 10-18 in progress is just what you said. Radio code for police. Not being a police officer, I can't identify it.
3) "find the damn thing" refers to the beach in Rio. Man2 is trying to find man1's beach place.
Hope this helps! Someday, maybe you can help me with Spanish, if that's your language. Again, I admire you.

1. Has no importance...Doesn't mean anything to me (has no importance to me, is of no concern, not relevant).
2. Police radio code for some crime. Don't know the codes, so can't tell you the crime. You'd need to check out police codes.
3. Find my beach, find the beach in Rio somewhere...A beach is a beach means that any beach is like any other beach, but the second man says no, one beach is not like any other beach, my beach is in Rio and I'm going to go looking for it...Maybe he saw it in a picture or he went there once but now has forgotten how to get there or he had a dream and he's looking for a beach that matches the one in his dream.

Doesn't mean ****: Does mean anything.
Example: In the US, a high school diploma doesn't mean ****. You need a college degree to get a good job.
2. 10-18 Imeans "urgent" in police code. That really doesn't make much sense in the sentance though.
3. Find the damn thing: In this context, damn is used to convey frustration. "Find the damn thing" is pretty much the same as "Find the thing"

In this case "doesn't mean sh**" means it doesn't mean much compared to what he's already been experiencing his whole life(the hardships), so it doesn't seem as bad to him, like it would be worse to someone who has had an easier life.
"Find the damn thing" is just a slang used to say he wants to go to Rio, a probably because his beach (or ultimate place of relaxation) is out of reach and has been for so long, although he knows it is out there somewhere, he feels powerless, and he imagines it can be found in Rio, a place he has always dreamed of going to. I hope this helped.
