Because the government makes more money by busting dealers than it does by selling pot, but if it set up a tax program it could easily make more money taxing pot. The political will to change the laws does not exist due to the law enforcement lobby.

I guess not everyone agrees with your statement about its safety. If you were driving at night and a car was coming toward you on an undivided highway would you say to yourself "Wow I feel very safe knowing that the driver of that other car is really high on marijuana and is focused on staying on his side of the road"?

I dont think they'll legalize it due to the fact that they cant have tax control over it like they do with cigarrettes and liquer. A common man could grow it, its not that difficult.
