A vet check is the first thing you should do, as your cat might be suffering from any pain in the area, fleas, mites (mange), dermatitis, ringworm, or allergies. Eliminate all of these possiblities with appropriate treatment.
Sometimes cats will develop a behavior as a compulsion and you have to figure out what the root cause is, and redirect the behavior. Distracting the cat with play or attention might help her to allow her tail to heal and fur to grow back.

First, check for fleas. One of their favorite spots to hang out is at the base of the tail. If your cat is pulling out fur, it's a sign of extreme irritation. If you're unsure about the problem, please take the cat to a vet. Even if the problem is something easy to cure, like fleas, your vet will usually be able to give you some peace of mind, as well as have suggestions and/or medication to help take care of the problem.

My cat did this before. He has an allergy to flea bites (silly, huh?). They were annoying him so much he had thin patches on his coat from trying to get scratch/rub/bite/lick them off. Take her to the vet. You could try using Advantage or a flea bath to narrow down the problem. If she is still chewing all her fur off, you could ask the vet to put a cone collar on her.

First, make sure the cat has been treated for fleas. Before you take her to the vet, you might want to try this product that makes things taste bad to animals to keep them from obsessively lickings themselves or chewing things up (they have it at Petsmart).

That's because a cat's tongue is like sandpaper and when they lick themselves they can also pull fur off which can contribute to their coughing up furballs.
