You haven't specified what this password is for. We have a system like this at work and if you forget too many passwords and answers, you cannot get into your computer until you show up in person with some ID and maybe with your supervisor to identify you. On public sites, it helps to make a list and then try each item on the list for as many times as it lets you try. What is your favorite pet? Fluffy, Skippy, Rover, Fido, Spot, etc. Cross off each answer as you try it or you will waste time giving the same wrong answer over and over again. If you have to remember which secret question you chose, do the same thing. Make a list and then cross off the ones that don't work. If you have never had a pet, you probably didn't choose the favorite pet one.
Sometimes a site will lock you out entirely for trying this, but they usually give you a phone number to call to reinstate yourself. Then you can call and if you have enough information to identify the account as yours, they will reset the password. For a financial site, they will ask for your social security number, your account number, your full name and some other piece of information you have given them, e.g. driver's license number, date of birth, home phone number. They need to make sure you are not a crook with a stolen wallet trying to get into the victim's records.
A site you pay to use, will probably have a good system for recovering your password because they want to keep their customers happy and you can id yourself with your credit card number. Free sites may simply tell you to open a new account.
