Quickest, most effective (and easiest) way to learn any language is to move to that country... my German improved immensely during my 2 weeks there.
But, if that isn't feasible, try this:
1) Study
2) Join, or start if necessary, a French language club, the purpose of which is to talk to each other in French when you go to meetings, or even as you encounter each at school and around town.
3) Study some more...
4) Find a French pen pal online (see linky below)
5) Study even harder.

As many have said, the fastest and most effective way is to live in a French-speaking country. If that's not an option, the second best thing to do is take a class, perhaps at a local community college if your own school's language programs aren't good. If you're a total beginner, you'll pick up the language more quickly if it's presented to you in a structured manner, rather than just trying to learn it "by osmosis" from hanging out with French speakers. Do not give in to the temptation of using self-teaching materials (books, CDs, software, whatever); they can be a good supplement, and may be the only option for some people, but they are neither fast nor effective. Language is about communication and you have to practice it to learn it.

I agree about living in France if possible! The French are known for being whiny about HOW you pronounce their language, whereas they have NO concern at all how they mangle, say, ENGLISH!!! (I've had some experiences!).
Other than that, a) do NOT rely on Canadian French! (they'll crucify you!) and b) get an audio-learning thing device, to practice. THEN go there and pretend to be German (that's what I did!) Heh-heh. ( I speak mostly fluent German...MUCH easier to learn...and the French are still pissed at them!).

Supposing you can't go to France for a while, you could buy videos of French films with English subtitles. Then you can listen to them over and over until you can turn off the subtitles and still understand.

live there for a while. since you HAVE to use it every day, you will improve faster than just studying it with books. even just vacation helps a bit. as soon as you feel more confident with using that language it will be easier for you to speak it.
ps: i want to thank the that one person, who pretends to be german in france!!! thank you for making it all easier for both parts!!!
and by the way..... your german sucks as well, baby. if you try to teach someone else a language, the spelling should be at least correct. (Ihr bloeden Arschloecher, ihr Franzosen!!! Ich hasse euch!) here i only correct the sentence, that is not my personal statement.

Find a person you know that knows how to speak french. Tell them to say some things to you in french oftenly and ask him the meanings of stuff you don't know until you know most of the words.

Move to a french speaking country! it's better when you have the language surrounding you and you're obliged to speak it to interact with people. you'll be fluent more effectively...

Learn it in France. Being immersed in the language and culture helps you learn it faster and more effectively than any other way.
Try a foreign exchange program (if you're in high school) or a Study Abroad program (if you're in college).

Try a good audio VISUAL system and use a recorder to hear the
difference between your. pronunciation and that of your teacher . Linguaphon or Berlitz s methods are both
.OK.
