sounds like the screen control is set to high but it would help if we know the brand,model, age. this may be an adjustment you could make

Try playing with the antenna in the back of the tv.

set a big pitcher of water on top of the set and then throw something to tip the pitcher over pouring the water in the back of the set and oh yes! it has to be turned on too!!!
