I guess that depends on how a "individual" feels.
What "love", does God tell you to have at all times?
There are 6 different kinds of love. 6 different meanings. Some are Gifts, not everyone will have these "Gifts".

we SHOULD, but being human limitless love is hard to achieve.
Jesus said to forgive 70 times 7 but once someone burns us a few times its hard to do.
