I would tell this person that I liked them. Then I'd tell them why I liked them. And then I'd wait for a reactionj, I would do this in person because then you can see the person's reaction whether it be good or bad.

well, i wouldnt exactly come out and say it. id ask them on a date to let them know or tell them that i want to be more than friends.
