Yes, and it's also very irritating when people keep on doing that. Some do that because they called the wrong number and don't bother telling you that they made the mistake (not admitting to their mistake, or disrespecting the fact that you picked up the phone for nothing), and some stalkeresque people do that because they want to know if you're home (an invasion of privacy).

It is very rude. If they initiated the call, it is up to them to state the purpose and define the length of the call. In other words, they need to say why they called and it is their responsibility to end the call.

If someone calls and they say nothing for 2 seconds, I hang up on them. If they are interested in talking to you, they will say something. Otherwise consider it a prank call!

maybe the person does want to talk to to you but they're way to shy to even talk, next time y don't you try and start the conversation? i did that all the time with my crush but after a few calls i finally got over my shyness. you need to make the person more comftroble.
