mean - temperature - lowest location - Antartica. People cannot live in the inner areas of that continent. Our bodies and our equipment don't function right at severe extremes.
A temperature of 128 degrees below zero was recorded in 1983 (that's Fahrenheit degrees). And that was in July, which is winter on that end of the world.
In the USA, it can get down extremely cold (60 and 70 below) with wind chill factored in - the winter of 1983/84 is a great example.

Yes, in Alaska, Yukon Territory (Canada), Northwest Territories (Canada), Greenland, maybe Finland, and in the Russian Republic --especially Siberia. It gets to sixty below, perhaps most often, in the Antarctic.
