You won't get it out but it will go away over time. What you have to do is stop the cat from urinating there.

Get some vinegar and pour it over the spot. Then, get some orange or lemon peel and place it over the spot and continue to do so. Cats don't like the smell of citrus and will find a new place to go.

Try spreading moth balls on the mulch, it will help with the smell and keep the cats from going in there.

Dilute ammonia and spray it, it'll take the smell out. And if you put rocks under the mulch and spray it all with vinegar it should keep them out for good.
