Actually I owe money on both accounts from a long time ago. I dont want to ever pay the bill because it is very big and it was from someone else using my service. Can I still get service on them through a different name or through another phone company service? If so, how do I go about doing this?

very simple; you owe - you pay.
Unpaid bills are taken into account calculating the phone companys operating cost. There operating cost has a direct effect on the cost of my phone service. I don't like my bill increased to cover deadbeats.

nope your screwed! you got to pay that or tell them about the mix up and see what they can do about it you may need a lawyer to do it if they are not going to do that much about it. I am sorry I had the same thing done to me too I had to sue verizon abd I got $200 knocked off the bill but I still had to pay $300
