In 1930, Ireland (not including "Northern Ireland") had been independent for only about 9 years; I suspect that the designation that you are seeing reflects the fact that the individual was born in the portion of Ireland that was no longer part of the United Kingdom.

Irish Freestate is now known as the Republic of Ireland, Eire,an independent nation. This is different from Northern Ireland which is part of the United Kingdom and consists of six counties in Ulster, the tradition northernmost prvince of the island that is also called Ireland.
