My mom said you can get a passport to travel anywhere. It's not a specific stated country passport, like a US passport, but one that allows you to go anywhere. You can only have it for like a year. Has anyone heard of this?

Your mother is misinformed. You must apply for a passport from your national issuing office (in UK the Passport Office - you can get the forms from any main post office) or what is appropriate in your own country. A passport does NOT allow you automatic entry to a foreign country. Why should any country allow any Tom Dick or Harry to enter their territory? This is why you need to check whether or not you need a VISA to enter a foreign country. Check with that country's consular website to find out if citizens from your country are welcome and what the conditions are.

Every passport can travel anywhere , I reckon she is confused with a visa which is only for the country you have applied for.

The US travel document has nothing to do with her expired passport. Germany may let her in on the expired passport with her green card, if so she needs to renew the passport there. If not she can renew it in the US, contact the German Embassy for instructions on how to do that.

Sounds like a standard passport...I think they're good for around 10 years. You can pick up applications at government agencies like the DMV and I would suppose the library. You can drop off the application at the US postal service.

Get one issued from your passport office if you haven't already. Depends on where you're located. For example: if you are from New York City, I'd google: Passport offices New York City, something like that.

Not true. You need a passport from the US (if you are a US citizen) in order to enter another country and to re-enter the US.
You may need a visa to enter some other countries.

call the home office for passport..they will inform you there to go. Or go to your local post office they will give you an application form. Then send it off. FOR UK PEOPLE ONLY
