Not sure if army can be equated with hands. Yes an army is ineffective against guerrilla warfare, have only to look at history to find the proof.

Fighting terrorists with an army is actually more like treating the symptoms of a disease...still necessary but not the only treatment needed to cure it.
We still need to fight and destroy the terrorists, as long as one lives they are an eternal danger. Hand in hand with this we must make sure that no more people will become as deluded or crazy as the terrorists are (read: help people achieve freedom, prosperity and happiness). How this exactly must be done...remains to be seen.

why so? terrorists die just like anybody else. And they are very, very few of them. The only problem is they hide so well. But never fear, the anarchists were better skilled, the pirates were more inventive, and we still got rid of them. This new bunch are goners too.
