"And (as for) the man who steals and the woman who steals, cut off their hands as a punishment for what they have earned, an exemplary punishment from Allah, and Allah is Mighty, Wise.
But whoever repents after his or her iniquity and reforms himself or herself, then surely Allah will turn to him or her mercifully; Surely Allah is Forgiving and Merciful." (Q. 5:38-39)

Basically, a person who can repent and turn awa from theft. If they do not however, and they continue to steal qithout any sign of remorse or guilt, one should take away the instruments with which they steal (ie. their hands).
