Stop reading trash newspapers. The reason a country wins the seat is because that country is elected by countries that feel it is the best for getting their objectives in the UN achieved. What does Guatemala have to offer? If you've got no clout then sit this one out. A revolving seat on the UN Security Council is not a badge of honor but a political tool for proceeding international objectives. Guatemala that cannot even treat its own citizens equally is most unsuitable for a seat on the council. My vote goes to Hugo Chavez - regardless of petro-dollar or not.

like Brian S said, the seat goes to whomever the member nations feel can better asses their views, for latin american nations.

They'll be replacing Argentina, I believe since countries can only serve 10 years.

It's up to each country to decide who will be ablke to make decisions in the best interest of latin america, alongside the other latin american country that still has another 5 years to go.

I'd say Venezuela isn't looking very good anymore considering they've pissed off quite a few south american countries, and none of the central american nations will vote for them... but who knows.
