This must have been quite alarming for you to find out. This man obviously needs some help. If you don't help him then it is likely someone else will have him arrested for indecent exposure. The penalties for this are severe. If you think this is linked to some sort of mental health problem then you need to ring your local hospital and ask for the psyshiatry liasion team or the duty worker who deals with mental health issues. However, it could just be that this man needs a severe warning from the authorities if he is doing it to get a kick out of it. Only you will know the right thing to do.

Is he crazy, or just a pervert?
If he is mentally imparied, have him placed in a phychiatric hospital.
If he is a pervert, warn him to stop, and if he persists, advise the conductor to call the police the next time it happens.
At least he'll know there are consequences to his actons.
In any event, be grateful he keeps the coat on!!!!

well, you will want to have him looked at by a mental health expert. Soon, he will be 'exposed' by a fellow passenger and charged with indecent exposure and will face fine or imprisonement. Depending on where you live, he could also go down as a sex offender should he be apprehended, prosecuted, and convicted. This is a serious matter, and he definitely needs help. It could escalate into something much more serious than your average 'dicky waving'.
