I turn it around and start asking them for money. I keep going until I don't hear from them anymore :)

why can't they merely get it and cash it thierself.
So let them send you the check and turn it over to the police.
but with this you will find they are in some other nation where nothing can be done.

You are right. Someone is trying to scam you. I just tell people like that I am "scam proof" then never hear from them again.
