Something like packets of hot cocoa, where the outer wrap is paper, and the inner is foil. Packets would be clearly marked as food, what kind of food, and the manufacturer.

SInce the list of stuff is always changing of what you can and cannot bring, I would check with www.tsa.gov. Food and liquids are allowed in checked baggage. Carry on you can bring food as long as it is solid and does not contain liquids. The only thing you can't bring in checked luggage would be hazardous materials such as chemicals or guns or lighters. Double check with the airline you are flying on reservation line they can also give you an up to date list of what is prohibted in checked luggage

You can take almost anything as long as it is in your checked luggage. Hot cocoa mix is allowed as long as it is sealed and in checked luggage.

yes you can take that, just make sure to get water on board the aircraft to mix it. Don't try to mix it early then take it onboard.
