Yes it's true, just look at Gareth Gates(British Pop Idol runner-up).
He stutters when he talks but when he starts singing all signs of his stutter disappears. Not that I'm a fan of his or anything!
I don't know about answering machine greeting messages.

I think you are thinking specifically of stuttering. It is common for people who stutter to be able to speak fluently when reading aloud, speaking in unison with a group, speaking to a child/baby/animal, or when singing. Although, people with articulation impediments (for example the inability to say a specific sound) will usually not be magically cured when singing.
