Yes you can.
Most Merchants require credit or debit cards to have address verification. Your bank may need to activate your card for internet/phone purchases. You may have tried to order from outside of your home country. Some banks require you to activate the card for international purchases even if ordering on the internet. If you placed a lot of orders you may be over your daily authorization limit. Some merchants charge you an authorization and a purchase which looks like two charges because the merchant does not know how to merge the transaction. The authorization is usually removed in about a week.
To correct some people above
In person US debit card with a Visa or MasterCard symbol can be used two ways at some merchants
Use the Credit button and you usually sign for the purchase.
Use the debit button and you enter your pin at the pos terminal
Online and by phone it can only be used as a Credit Card and you should never give anyone your pin number. All ways come out of your checking account with no delays using a debit card. My experience. You are also protected with debit card purchases. The key is notifying the bank fast.

My Visa debit card can be used either way but the funds still come out of my checking account. Some stores are behind on the debit card thing even still. At times the store wouldn't accept my debit card as a debit but when I used the same (debit) card and told the cashier credit, it went thru.

Yes you can use your visa/debit card. IT is pretty much the same as using a regular visa credit card, except that it is debited from your bank account, versus being charged on your credit card then getting the payment and paying for it.

When you use the visa as a debit card, you must have the total amount in your account at the time that you are making the purchase. Not a lot of merchants online accept it and you might not have the cash in your account. When you use that same card as a credit card, you're borrowing money. As long as you're not over your borrowing limit, any merchant will take it.

Most places you can - if they accept VISA credit cards, they'll take VISA debit cards. But it's not real wise to do so - you give up the protections that credit cards offer of having the purchase cost refunded if you don't get the item or it's defective, and the seller won't make it right.

Yes you can use your debit card for online purchases just like a credit card. The one thing to remember is that when you use your debit card as a credit card the transaction dose not clear your checking account instantly as it would if you used your debit card as a debit card. I use a debit card all the time for online purchases and have never had a problem. I would contact the retailer to see what the problem is.

Of course you can use a Visa Debit for shopping online.
It might be safer to use a credit card though, and just pay back the credit card when the bill comes in.
Should you become the victim of identity theft and someone gets a hold of your debit card # .. they can clean out your bank account.. take your rent/mortgage, car payment .. everyday "bill" money.
I use my debit card in stores where I can use my PIN .. but seldom anywhere else.
