I decided to finally change the fuel filter after driving 97000 mi with the original. The book says to depresurize the fuel system first but has no clear answer to the above question. Any reference / link would be apresiated too. Thank you.

The IFS (inertia fuel shut-off) switch is located behind the LH luggage compartment side cover, if it helps.

the inertia switch is on the driver's side in the hatch under the panel. I never depressurized the fuel system on my cousins apire when I switched his fuel pump and that worked out just fine. Those Aspires are tough cars, seriously. My '95 Aspire has approximately 400,000 mi. on it and 500 mi. just beating on it across the corn field through mud, bumps, and it is still yet running, that thing is tough.

I never depressurrize any fuel when I do it, But if that is what you want to do then you can do it on the motor on the fuel rail, or unhook the inertia switch and crank the car for 10 seconds.
