Such a thing would be a gift or is stolen. If you just want one for the commute, you could find one that will do.
I agree with the guy above me that said to look at Craigs list, eBay, and some yard sales or the local paper.
...or you could just save for a while and spend more.
Keep in mind the cost of tubes and a helmet, etc.

A 200$ bike might be good for going downhill, stopping and going uphill however is usually a more difficult with a new bike in that price range.
Inexpensive full suspension bikes usually have a feature that launches you off the saddle after the rear suspension is compressed and released.

In the MTB world what you seek does not exist. My best advice is to look for a used bike at a garage sale or in newspaper ad. Sure you can buy a MTB for $200.00 and under, but you will have more trouble than its worth. Not such a good deal after all then, right?
