Generally, if a guy does that, he is interested and would not object to the relationship getting more intense, but he will not pressure such a change because he isn't necessarily hoping that it will become more serious, but if it does he will probably go along with it. For now, he probably just wants a friend.

It depends on who made the first contact you or him. Yes, he can do all that and still not like you as a girlfriend, but I'd think he likes you as a friend, which is a good start.
