If you were in a restaurant or bar - and you saw
a hot looking woman dressed in a short tight dress,pantyhose
and heels and your date or gf looked ok or below par,
how many woudl not only stare but also comment to your
company so they can get the hint to look better ?

Well....ummm....it would be a yes, why shouldn't men be allowed to look at other women! If it is a matter of politeness, or etiquette (then act accordingly to where you are). A woman who dressess suggestively is AWARE of how she looks.
