When your ball is off the green you can leave it in or take it out. Once you on the green you have to take it out or have someone tend the flag. You can not hit the ball then ask someone to run get the flag

When putting on the green you must remove the flag. The flag may be tendedm held to indicate the locations of the hole, but must be removed before the ball hits it. if your balls strikes the flag when hitting from the putting green it is a penalty of two strokes. From the fringe or anywhere off the green the player is entitled to remove or leave the flag at his discretion.

A ball hitting the flag when all players are on the green I believe is a 2 stroke penalty. That why caddies remove the flag when a player is putting. Hitting the flag whilst playing onto the green incurrs no penalty.

If you are putting from on the green, the flag must be removed. If your ball hits the flag when putting on the green, you are penalised.
If your ball hits the flag from elsewhere on the course (the fairway, a bunkker, the rough etc) and goes in...well done!!!
Thats the rule as far as I can remember.

You may choose to have the flag removed during any of your strokes. If you are putting, the flag must be removed prior to your ball going into the hole. If the flag pole is touched by you or your caddy while you are preparing to play a stroke, it must be removed prior to the ball going into the hole. A player's caddy or playing partner may hold the flag pole up to indicate the location of the hole and then put it back in prior to the stroke being played.

If everyone is on the green you can take the flag out, but if 1 is still off the green, they can choose whether to leave it in or to take it out.
