If you want to practice proper etiquette, offer her your assistance. She may be shy of asking for help. And she may have a valid reason for not working. Many handicapped people may "look" perfectly capable. But a few handicaps that are not always evident are: mental illness, bad heart, bad back, arthritis, narcolepsy, epilepsy, prone to strokes or seizures.
Do not judge your neighbor without first trying to understand her. There may be a valid reason for her not working and she may not have the resources or knowledge to keep her children in check and teach them manners.
Offer your assistance, not your criticism.

Anyone can be considered white trash. But I think your neighbor is close to a good example.

Being a mother of 4. These types of comments come from those who have 1 child or none at all. I watch my child in different ways; such as, listening for them, or standing in the distance to see what they do when they think I'm not around.
Never assume that someone is not working just because they do not leave the house when you are around to see them do it.
All of my work is done on the computer and phone.

1) well if there are pink flamingos out fron.. she might be white trash..
2) if her kids are always dirty she might be white trash
3) if there are more than 2 men there at a time she might be white trash
4) if she is growing pot plants in the back yard, she might be white trash
5) if you can here her haveing sex at 3pm she might be white trash
if you answered yes to any of these question she is for sure WHITE TRASH...

Good etiquette would be to go over and see if she needs help with anything. People like you are the reason why domestic violence and unemployed women are so easy to find....

That's an opion so there's no definate answer- so what ever you want to call her you go right a head
She could be called neglective so you might want to make a call to social services (for the poor kids)

She could be considered trash in more conservative circles and as far as white or not it doesen't matter trash is trash no matter what the color
